This Deputy Assistant Administrative position is located in the Bureau for Asia at the U.S. Agency for International Development (USAID) headquarters in Washington, DC.

This position is located in USAID's Asia Bureau which provides leadership and guidance to 1) support our Missions in successfully executing Administration policy priorities through implementation of effective development activities; 2) responding to and coordinating requests for information on development activities in the region; and 3) supporting professional development of Asia Bureau staff at headquarters and overseas. The Bureau also provides support for Mission coverage, non-presence environments and to manage programs that are inherently regional.

As the Deputy Assistant Administrator, the incumbent is responsible for planning, directing, and supervising assigned sections of the Bureau. In the absence of the Assistant Administrator, the Deputy Assistant Administrator may act in his/her place.

Has overall responsibility, as well as delegated authority, for the oversight and administration of a highly complex program within USAID. Primarily responsible for the direction and management of large-scale operations to efficiently achieve specified goals and objectives.

Establishes and maintains effective working relationships with various high-level individuals, including Members of Congress and their staff, other legislative and executive agencies, executives of major corporations, and distinguished members of the public.

As a basic requirement for entry into the Senior Executive Service (SES), applicants MUST possess progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the competencies outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of experience for each of the ECQs and TQs listed below. These ECQ and TQ statements will assist reviewing officials in determining the best qualified candidates to refer to the selecting official. ECQ 4 - BUSINESS ACUMEN
This core qualification involves the ability to manage human, financial, and information resources strategically. Core Competencies: Financial Management, Human Capital Management, and Technology Management.

ECQ 5 - BUILDING COALITIONS
This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Core Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

TECHNICAL QUALIFICATIONS - MANDATORY

You will be evaluated on the following Technical Qualifications:

TQ1 - Demonstrated executive/senior leadership experience designing, managing and leading a range of and development cooperation programs in complex operating environments and covering areas such as Strengthening Democratic Institutions, Improving Governance and Protecting Human Rights; Spurring Sustained Economic Growth, Trade and Investment; Fostering Improved Basic and Higher Education; Advancing Peace and Security; and Promoting Efforts to Combat Climate Change and its Impacts. Demonstrated experience developing innovative approaches to address development challenges. Experience related to programs in Asia preferred.

TQ2 - Demonstrated executive/senior leadership experience in analyzing, framing and implementing policies in complex inter-agency and international environments in order to advance foreign policy objectives, such as proposing solutions to emerging crises and responding to evolving political dynamics. Include successful experiences presenting and advocating policy positions, preferably related to international development programs and issues, in inter-agency/organizational fora and with Congress (or other law making body), as well as engagement with the press and other domestic and/or international stakeholders.
